Stark County Director of Emergency Management resigns

(Stark County, ND) — Stark County’s Director of Emergency Management is resigning. Bill Fahlsing announced his resignation yesterday, saying in a statement that he was unable to come to a resolution with the county in connection with an investigation into complaints he filed against Commissioner Carla Arthaud in June. The complaints involved allegations of harassment and bullying against Arthaud that were found to have not constituted workplace harassment as defined in the personnel handbook. Falsing’s resignation included an ultimatum that Arthaud not work with his department if he were to stay.
