Special Assessments Issue Left Off Bismarck November Ballot

(Bismarck, ND) — An issue dealing with special assessments is being left off Bismarck’s November ballot. Voters were originally set to decide whether to replace special assessments with a fee to fund street maintenance. City officials say they may ask the Legislature for changes to a 2021 state law allowing cities to levy street maintenance fees on all utility users. The city’s Special Assessment Task Force has been working on the issue for over a year. Officials say there wasn’t adequate time to present the matter to the public before the September 6th deadline to make November’s ballot.
