(Grand Forks, ND) — The National Weather Service in Grand Forks says the risk of a major local flood is low this spring. The current outlook indicates below-average flood conditions for the Red River and Devils Lake basins. Meteorologists say a combination of low soil moisture, a dryer-than-average summer and fall, and below-average snowfall this winter all contribute to a lower flood risk. Still, some minor flooding and isolated spots of moderate flooding will be possible.
