(Bismarck, ND) — North Dakota could become the 47th state to legalize charter school systems. State lawmakers and Governor Kelly Armstrong believe it would expand education opportunities through school choice. Charter schools tend to operate with more flexible governance and teaching methods. The bill proposal would require the schools to be open to anyone and not provide a religious-based curriculum, while lawmakers say state dollars wouldn’t be used to build or maintain the schools.
