Local preference was added to the city’s procurement policy years ago, but contracted work isn’t mentioned and cannot apply to projects funded by federal dollars. Council members who support the idea argue it will help retain local businesses instead of driving contractors out of the area. Those opposed believe paying more to hire locally would only burden taxpayers instead of saving money for other needs.
