(Bismarck, ND) — North Dakota Governor Kelly Armstrong is announcing a plan to eliminate property taxes for most homeowners within a decade. The new Republican governor gave his first State of the State address on Tuesday and said reforming property taxes should be the Legislature’s first priority. He also vowed to address overcrowded prisons and said he supported education savings accounts.
