(Bismarck, ND) — Former tribal leader Randall Phelan of Mandaree is headed to prison. The 58-year-old former government official of the Mandan, Hidatsa, and Arikara Nation served the Three Affiliated Tribes from 2013 to 2020. Phelan pleaded guilty to soliciting and accepting bribes totaling more than 645-thousand dollars over his time in office. He’s sentenced to five years in federal prison after facing up to 20 years.
