Minot Man Charged After Standoff

(Minot, ND) — A man has been charged with several crimes following a police standoff in Minot. According to officials, officers were called to a residence in Minot for a welfare check last week, where Paul Kelley Junior was holding a woman against her will in a house. Kelley reportedly pinned the woman to a coach, places his hand over her mouth, and threatened to burn the house down if police became involved. Police arrived and the woman was able to escape, while Kelley exited the home after an hour-long standoff and was arrested. He’s facing multiple charges including felonious restraint, preventing an arrest, and terrorizing.
