Misty and Marc Ray are in prison for kidnapping and child endangerment after Sabrina Ray was found malnourished at her home in Perry. Two of Sabrina Ray’s siblings are suing the state for not protecting them from physical abuse, neglect, and torture. The settlement approved Monday will make the Department of Human Services make a task force to improve Iowa’s foster care system.
