Ex-DSS Employee Indicted for Stealing $1.78M

(Sioux Falls, SD) — A former state employee is facing felony grand theft charges after stealing close to two-million dollars from the Department of Social Services. South Dakota Attorney General Marty Jackley said during a Thursday news conference that Lonna Carroll of Algona, Iowa allegedly stole one-point-78 million dollars from the Child Protective Services branch of the DSS. He said the woman’s scheme involved requesting payments for a child from the state and then intercepting the approved check and depositing it in her personal account. The elaborate scheme went on for roughly 13 years. The 68-year-old Carroll was arrested in Kossuth County, Iowa and is awaiting extradition.
