Lawmakers Approve Rule Changes For Housing Program, Childcare Ratios

(Pierre, SD) — Rules governing a loan and grant program for housing infrastructure are on their way to being official after passing a legislative committee Tuesday. The passage comes after months of discussion about the 200-million-dollar program made up of American Rescue Plan funds and state general funds. It passed by the Legislature and signed by Governor Noem in February and had to clear multiple hurdles during the rule making process. During the same meeting, lawmakers also voted 4-2 to pass new rules governing ratios of children to childcare providers, and the number of training hours childcare providers need a year. The change proposes a ratio of 15 children to one care provider, adds an additional infant to the child to provider ratio at in-home daycares, and reduces the number of training hours from 20 to 10 hours a year.
