Ostrem Appears In Court On 3 First-Degree Murder Charges

(Vermillion, SD) — The former mayor of Centerville is facing three first-degree murder charges. Jay Ostrem made his first court appearance Wednesday and is accused of fatally shooting three men late Monday night. According to court documents, the 64-year-old Ostrem allegedly walked into a house and killed three people. The victims have been identified as 26-year-old Paul Frankus and his brother, 21-year-old Zach Frankus — and 35-year-old Timothy Richmond. Ostrem’s wife claims she had been drinking with Paul Frankus on May 23rd, and the man forcibly kissed her and exposed himself. Ostrem is being held on a one-million-dollar cash-only bond. He’s scheduled to be arraigned on June 20th.
