The WalletHub survey based its rankings on 22 key indicators, including a tax structure that is favorable toward businesses, and new laws designed to encourage innovation in the tech sector. Massachusetts and the District of Columbia had the highest rankings, while Louisiana and Mississippi had the lowest.
