(Des Moines, IA) — The Iowa Democratic Party’s plan to hold mail-in caucuses in 2024 would be blocked by a proposal passed by the House. The bill requires Iowans to be in-person to participate in the event. New Hampshire Secretary of State David Scanlan said last month that he would consider a mail-in caucus to be a primary, which would trigger a New Hampshire state law, jumping Iowa as first-in-the-nation. The proposal would also let parties decide how to settle primary ties. Current Iowa law says ties are decided by drawing names from a hat.
